In Brazil's overpopulated cities, particularly Rio De Janerio, and Sao Paolo, the streets are very dangerous. Crime is rife in these areas. Criminals roam the streets. They steal, rob and kill people often.
The people of these cities often blame the crimes on street children. Often poor families need the children to work, and so they try to sell things on the street, or guard cars. As a result of his, some of them get roped into crime. However, most of the children do not fall into crime. Even so, the majority of the population blames the crime on these children.
The murderers are often homeless. They ransom the children's lives to the parents. When the parents cannot pay, they slaughter the children. Otherwise, they kill them for revenge, or just at random.
Estimates on the numbers of Brazilian street children vary from 200,000 to 8 million. In one recent survey in São Paulo, 609 children were found to be sleeping on the streets. At least 50 were under 12 and unaccompanied by adult relations. About half of Brazilian street children are estimated to be murdered before they are 18 years old. Between 4 - 5 teenagers are murdered daily and every 10 minutes a child is beaten. Statistics put the number at two killing every day.
The police have little to no connection with the people of the cities. They let the crime continue, and some people even say that they take part in it occasionally. They often don't even go into the Favellas, where the crime is at its worst. The people do not trust the police at all.

The Brazilian government is now trying to get the Police involved with solving the crime. They are trying to build a bond with the people. If it works, and they build up a sense of trust with each other, then the police can do something about the outrageous street murders.
